As one stream of contribution by citizens at large to the difficult decisions regarding climate change lets convene a series of citizens' assemblies with participants invited from a list of citizens and secondary school children assembled by sortition (i.e. chosen by lot to receive an invitation). The assembly could meet at regular intervals, with participants paid for their time and expenses, and membership could roll over in a systematic way so that gradually more and more folk become directly involved.
