I would use my car less ... (note: Climate Primate doesn't use a car to commute) ... but I guess this would e a true answer for many :

if I got fined if I used it or a regulatory system made it socially unacceptable under certain circumstances, like with one person in it, for example. 

Get the fares right. Get the services better. Do more to disincentivise car use. Make cars harder (e.g. single lane only open on motorway between 5 and 9 AM, open up two lanes of harbour bridge to bikes only)

How can we increase equity of transport access?

Make it equitable. At the moment it is all about the luxury of cars. This is not equitable. Certainly not inter-generationally.
